Paula Sardinas

PACENation today announced Paula Sardinas as their first Managing Director of Residential PACE (R-PACE). Sardinas brings to PACENation 25 years of experience in corporate senior executive leadership roles, corporate and legislative affairs, regulatory advocacy, commercial and not-for-profit finance, climate action and environmental justice. PACENation is the national membership association that works alongside policymakers, business leaders, and community stakeholders to strengthen and expand access to Property Assessed Clean Energy (PACE) financing for residential and commercial buildings.

“Paula is a rock star,” said Robert Giles, PACENation board member and CEO of Home Run Financing. “And she is uniquely qualified to lead PACENation’s efforts to ensure that more American homeowners, including in historically underserved communities, are able to increase the safety, comfort and efficiency of their homes.”

Sardinas comes to PACENation from her role as Founder, President and CEO of FMS Global Strategies, LLC, a Black and other BIPOC Governmental Affairs Advocacy firm, and The Purpose Driven Girl, a 501(c)(3) nonprofit, focused on empowering BIPOC women and girls who are often unable to use their voice due to intersectionality and structural racism. Her public policy career spans 28 years and includes work on affordable housing, decarbonization, supporting small disadvantaged businesses, digital equity, and numerous diversity, equity and inclusion efforts. She is a member of the National Black Professional Lobbyist Association.

“We are delighted to welcome Paula Sardinas as PACENation’s first Managing Director of Residential PACE,” said PACENation Executive Director Colin Bishopp. “The need for inclusive financing for critical home upgrades—from hurricane hardening to heat pumps—has never been more apparent. Paula will help us build an R-PACE industry that is good for people, good for business and good for communities.”

PACENation recently announced the adoption of 22 key consumer protection policies that establish a national framework for enhanced accountability and transparency within R-PACE programs, offering greater protections for all consumers and additional protections for low-income homeowners and those over the age of 75. R-PACE has proven itself to be an essential public policy for expanding access to affordable financing for homeowners who may not have access to traditional financing options, including historically underserved communities. The new policies were praised by the California Hispanic Chambers of Commerce, Florida State Hispanic Chamber of Commerce, and St. Louis City (Missouri) NAACP.

Sardinas is slated to begin her tenure as Managing Director of R-PACE on November 15, 2021.
